Creation of the Public Company for Health Supply, Infrastructure and Logistics AIL E.P.

By Presidential Decree No. 393 of May 22, 2026, the President of the Republic established the Public Company for Health Supply, Infrastructure and Logistics AIL E.P. (hereinafter, “Company”). Below, its key points:

  1. Purpose of the Company

The purpose of the Company shall be to supply the services and works necessary for the operation and functioning of the health establishments of the Ministry of Public Health (MSP), and, where applicable, of the Comprehensive Public Health Network or the Complementary Private Health Network. To this end, the Company may: (i) acquire, distribute and control medicines, medical devices, supplies and strategic goods; (ii) provide, administer and maintain equipment and movable and immovable assets of the health network; (iii) carry out construction and upgrading works on infrastructure; and (iv) implement information systems for the management and digital transformation of the establishments. In doing so, the Company shall be subject to the Act of the National Public Procurement System for its acquisitions.

  1. Associativity

The Company may establish associations, strategic alliances and any other public mechanism provided for under the Act of Public Companies in order to achieve its purpose.

  1. Board of Directors

The Board of Directors of the Company shall be composed of:

  1. The Minister of Public Health or his or her delegate;
  2. A permanent delegate of the President of the Republic; and
  3. The highest authority or his or her delegate of the General Secretariat for Public Administration, Planning and the Cabinet of the Presidency of the Republic.
  1. Transitory Provision

Until the Company assumes full powers, the Ministry of Public Health shall ensure the continuity of the supply of medicines, medical devices, complementary services and infrastructure, as well as the availability of the information systems. This Decree entered into force upon its publication in the Official Register on May 27, 2026, in the Fifth Supplement No. 292.
