On October 28, 2025, the Ministry of Labor issued Ministerial Agreement No. MDT-2025-164, which establishes the dates and guidelines for the payment of the 13th Salary in the public sector:
- Public entities belonging to the Executive Branch: payment must be made by November 14, 2025.
- Public entities that are not part of the Executive Branch: they may pay the Christmas bonus to their employees and workers by November 14, 2025, or from the effective date of the Ministerial Agreement, in accordance with their budget availability.
- The private sector: employers may optionally make full payment of the 13th salary from 28 October 2025 onwards.
If the employment relationship ends before the thirteenth salary paid in advance is accrued, the unearned amount must be discounted from the final settlement of the worker’s or public servant’s earnings.
